Harm
reduction creates access to public health services for those who
are most disenfranchised. By bringing resources and information
to people in their communities and in the street, harm reduction
empowers people to help themselves. Harm reduction has been identified
as an effective approach for reducing the risk of HIV transmission
among injection drug users and their sexual partners.
Harm
reduction aims to reduce the harm associated with drug use while
recognizing that drug users are not always willing or able to abstain.
A primary goal of harm reduction is to empower people who engage
in high-risk behaviors to make behavioral changes that will lesson
their risk for HIV and other drug-related harm, offering a spectrum
of options ranging from safer drug use to abstinence. By supporting
substance users in gaining access to the tools and information they
need to improve their health and welfare, harm reduction recognizes
the competency of drug users to protect and help themselves, their
loved ones, and their communities.
